What We Do
Mowery Tactical Concepts is a training group that focuses on Performance Based Training. The courses listed were developed by Dustin Mowery, from his training and real world experience, to develop shooters, operators and instructors for excellence.
About Us
Dustin Mowery - Lead Instructor
A law enforcement officer and SWAT member for 27 years, with 20 years as a Team Leader. Dustin is an accomplished instructor in Firearms, Defensive Tactics and SWAT operations.
Jim Hardman - Instructor
In law enforcement and the military for 34 years, with 24 years as a SWAT operator. Jim is an instructor in Firearms, SWAT operations and Knife Tactics.

High Risk Vehicle Engagements - 4-day course
Course Description
The High-Risk Vehicle Engagements (HRVE)™ course is designed to enhance the survival skills of patrol officers in close range, sudden, high-threat encounters involving vehicles. This specialized shooting course focuses on addressing common yet highly hazardous situations that are frequently overlooked in traditional academy and in-service training.
Throughout the course, students will be exposed to a range of realistic scenarios, enabling them to practice their responses effectively. The program places significant emphasis on risk assessment, teaching students to detect and identify threat indicators. By mastering skills such as threat detection and situational awareness, officers will learn to effectively mitigate potential dangers through avoidance and controlled deployment procedures.
In addition to threat detection and assessment, the course also covers techniques for reacting to both near and far ambush situations. This includes strategic planning and decision making under intense pressure. Students will also receive training in intermediate to advanced shooting skills and tactical maneuvers to effectively respond in high-stress situations involving vehicles.
By successfully completing the HRVE™ course, patrol officers will gain vital skills and knowledge to increase their chances of surviving encounters in high-risk vehicle situations. This comprehensive training ensures that officers are better prepared to handle unexpected and dangerous scenarios that can occur in the field.
Required Equipment
- Duty pistol and duty belt
- Patrol rifle with your preferred zero and sling
- Minimum 3 pistol and 3 rifle magazines with magazine pouch
- 1000 rounds of pistol ammo
- 1000 rounds of rifle ammo
- Flashlight - hand held or weapon mounted
- Ear and Eye protection
- Inclement weather gear
- Long sleeve shirt / gloves / hat
- Plate carrier with rifle rated plates
- Two green chem light
- Personal food and hydration
- No shoulder holsters or Serpa
Firearms Instructor Development - 3-day course
Course Description
This Law Enforcement Firearms Instructor Development course is designed to develop highly skilled firearms instructors who can teach and reinforce performance-based shooting principles. Participants will be provided hands-on training, where they will learn to analyze shooting performance accurately and implement corrective actions effectively.
The course covers advanced practical shooting principles and the psychology of performance for the new and experienced instructor.
By the end of the course, participants will be proficient in diagnosing shooting issues and applying corrective measures that result in instant, measurable improvements, ensuring readiness and excellence in the field.
**This class can be either 3-day pistol or 3-day rifle.

- Pistol or Patrol rifle with your preferred zero and sling
- Duty belt
- Minimum 3 pistol or 3 rifle magazines with magazine pouch
- 1000 rounds of pistol ammo or rifle ammo
- Ear and Eye protection
- Inclement weather gear
- Note taking material
- Personal food and hydration
- No shoulder holsters or Serpa
Active Threat Response - 3-day course
Course Description
This 3-day class will give the student a better understanding of their performance, how to train for these events and respond when necessary. The principals shown allow the student to perform these tasks in multiple capacities including but not limited to the initial officer responding, 2nd, 3rd, or 4th officer responding, to the commander in charge. These principles can be used inside structures, as well as outside environments.

- 500 rounds of pistol ammo
- 250 rounds of marking cartridges
- Simunitions pistol or Sims conversion kit
- Ear and Eye protection
- Inclement weather gear

Performance Pistol - 2-day course
Course Description
Performance pistol goes beyond the traditional flat range firearms training. It is a specialized approach that focuses on developing the fundamentals of the shooter to allow them to perform under pressure, making accurate and consistent shots, and honing essential skills that are crucial in self-defense scenarios.

Performance Rifle - 2-day course
Course Description
Performance rifle is all about taking your shooting of the rifle to a new level. This course is designed for shooters who have a general understanding of shooting concepts but may want to build their abilities and really learn how to shoot the carbine efficiently and effectively.

- Minimum 3 magazines with magazine pouch
- 1000 rounds of rifle ammo
